  • and much, much more! HGS is seeking an Operational Planner. This position is located at CTF-75, onboard Naval Station, Guam. The CTF-75 Operational Planner supports CTF-75 the Navy Expeditionary Forces Command Pacific; responsible for the planning and execution of coastal riverine operations, explosive ordnance disposal, diving, engineering and construction, and underwater construction. The Operational Planner shall provide operational planning support services in developing and continuously defining CTF-75 Operational Plans (OPLANs) specific to potential future military operations in and around the C7F AOR. The Operational Planner will provide CTF-75 with exercise planning support services, specific to military engagement in non-combatant environments, primarily used to train military units in preparation for future operations. The Operational Planner shall maintain exercise tracking information for Theater Security Cooperation (TSC) exercises using the Overseas Humanitarian Assistance Shared Information System (OHASIS) and Global Theater Security Cooperation Management Information System (G-TSCMIS). The Operational Planner shall attend 1 to 2 regional planning and exercise conferences every quarter. Travel is anticipated approximately 1 to 2 weeks per quarter (every 3 months) in locations throughout the Indo-Asia-Pacific (e.g. Hawaii, Japan, Micronesia). Duties and Responsibilities: -Attend COR approved planning and exercise conferences
  • Develop and continuously define, CTF-75 Operational Plans (OPLANs)
  • Plan and organize approximately twelve (12) exercise events each year throughout the C7F AOR

CTF-75 TSC exercise tracking information is current in OHASIS and G-TSCMIS

  • Prepare a monthly progress reports detailing status of planning services completed, working, areas in concern, areas requiring assistance, all travel details, and any additional information needed by the Government to ensure Government awareness of all CTF-75 planning services
  • Prepare and present presentations detailing CTF-75 exercises and operational planning, in preparation for approved conferences and briefings. Material presented by the contractor shall be relative to the purpose and audience
  • Prepare and present presentations summarizing each Initial Planning Conference (IPC), Planning Conference (PC), or Final Planning Conference (FPC) for all exercise and operational planning events
  • Maintain and submit a Calendar (Jan-Dec) and Fiscal Year (Sep-Sep) summary of all historical Operational and Exercise related events
  • Maintain and submit a monthly summary of all Theater Security Cooperation exercises
  • Perform other position-related duties as assigned, depending on assignment setting Required Qualifications: -Experience in leading both large (30+ individuals) and small groups in the organization, planning, communicating, and execution of complex military operations, this includes but is not limited to, military field training exercises, military communication exercises, event planning, military parades or performances, military engagements with foreign countries, bilateral military events, Operational Planning Teams (OPT’s), and management of multi-discipline military construction projects
  • The experience and ability to communicate in all methods, at high levels within the military, and to the public
  • Knowledge and experience with Joint and Navy (or Marine Corps) planning process, as detailed in Joint Publication 5-0 and Naval Warfare Planning 5-01
  • Experience with Microsoft suite of tools, including Outlook, Word, Excel, SharePoint and PowerPoint
  • The experience and ability to lead staff and group in meetings, project development, and maritime assessments
  • Must have organizational skills, be detail orientated and be able to multi task
  • Must have good communication skills, both written and oral
  • Demonstrated ability to problem solve in an environment where root causes may be complex Security Clearance: This position requires a Secret Clearance (interim clearance may be acceptable at the discretion of the government if the background investigation is in progress at the start of service). Desired Qualifications: -Master’s degree
  • Graduate Service College or JFSC; JPME levels I and II
  • Major military staff experience
  • Military experience in the Asia-Pacific area of operations Additional Requirements: Shall be a United States Citizen

Must be able to pass a criminal background investigation

Must hold or be able to obtain a Secret Clearance

Shall be able to read, write, and speak English

Shall be able to operate a personal computer utilizing Microsoft applications, such as Explorer, Outlook, Word, Excel, etc. so as to efficiently create documents and briefs Physical Requirements: Must be able to stand or sit for more than 8 hours per day

Must be willing to work over time if necessary

Must be able to use an elevator or walk up and down stairs

Must be able to lift up to 40 pounds and carry up to 10 feet

Must be able to routinely grasp or handle objects, use finger dexterity, bend elbows/knees and reach above and below shoulders

Must be able to read and interpret handwritten and typewritten print

Must be able to communicate by voice and detect sound by ear
