Data leadership, strategy & data governance roles in the MoJ’s Data Improvement Programme Team, Data & Analysis, Ministry of Justice

  • Overview

We have an exciting opportunity for 4 Grade 7s to join the Data Improvement Programme within the Data and Analysis Directorate (D&A) in the Ministry of Justice (MoJ). You will be part of an innovative team responsible for transforming the use of data to drive positive outcomes and decision-making across the Criminal Justice System (CJS) by implementing our recently developed, ambitious data strategy .

If successful, you will join an established team of data professionals working across several important MoJ data transformation programmes. Many of these new roles will have an opportunity to shape and deliver an exciting new programme that seeks to drive rapid improvements in the quality and management of data across the MoJ and the CJS. We are setting up new teams and workstreams to deliver this funded programme and in this role you will be involved at the early stages.

The roles are open on level transfer to existing Civil Servants at Grade 7 (or equivalent) and other eligible Civil Service staff on promotion.

The post would suit applicants from a range of sectors who are highly skilled interpersonally and enjoy data and digital change.

We have outlined below the three types of role we are looking to fill through this campaign across three different grade levels (SEO role campaign ID 63551 and HEO role campaign ID 63552). Please state your role preference in your statement of suitability.

  • Delivery-focused roles

This role would suit those with a background in, for example, Business Analysis / Requirements, Data Analysis, Data Governance, Project / Product Management, User Research or Product Delivery.

The main goal of this role is to work with analysts, data scientists, data engineers, data architects, digital teams, policy, and operational teams to leverage our data and build innovative solutions to longstanding and emerging data issues.

The main responsibility in this role is to translate data pain points into data requirements for digital product teams and help to embed them into product design. The work will involve user research with data users, working in an agile manner in multi-disciplinary teams, and building strong relationships with stakeholders across the MoJ.

  • Strategy-focused roles This role would suit those with a background in, for example, Business Analysis/Requirements, Data Analysis, Policy, Strategy, Business Change or Project / Product Management. The main goal of this role is to identify data opportunities, ensuring solutions contribute to an overall strategic vision and roadmap, and creating a shared organisational understanding of the data we do/should/could collect, how to manage it, how to utilise it, and how to build a data culture around it. The work will involve building strong relationships across the MOJ to achieve shared strategic goals; keeping the big picture in mind, challenging stakeholders to think in the long-term; and getting buy-in from senior stakeholders for continued investment in data and the creation of a robust data governance system.
  • Data governance roles This role would suit those with a background in, for example, Data Governance, Data Management, or Data Architecture. The main goal of this role is to contribute to and embed one overarching data governance framework across the CJS. The work will involve building strong relationships across the CJS and MoJ to demonstrate the value of effective data governance, devising solutions to data governance challenges including data standards, ownership and management processes, supporting colleagues across the CJS and MoJ with the implementation of comprehensive data governance structures, and supporting data improvement programmes and digital teams by sharing expertise to build capability.

We welcome applications from candidates based across the UK. Candidates will have the option of being based in the Leeds or London HQ offices (with flexible working arrangements available) or your nearest Justice Collaboration Centre or Justice Satellite Office. These are in Liverpool, Leeds, South Tyneside, Manchester, Bristol, Nottingham, Cardiff, Ipswich, Brighton, Stafford, Wolverhampton and Sheffield. Alternative locations may be available and will be discussed and agreed on the completion of background checks.

Civil servants are currently expected to be in the office 40% of the work time. Periodic travel to London will be required as the post holders will work closely with wider programme teams. Hybrid working arrangements can be discussed at interview stage.

Interviews are likely to take place in October 2022 and will be held via MS Teams. We will keep a merit list for a year for those who successfully pass the interview board but who are not offered a post.

This role will be part of a team responsible for delivering our ambitious and innovative Data Strategy across the Justice System and MoJ family. You will work as an integrator between multiple teams ranging f rom data scientists, analysts, and statisticians to digital and operational delivery. You will feel comfortable negotiating at a senior level and delivering across a complex strategic landscape. You will help define appropriate data governance and spot opportunities to maximise the value of our data; making it easier to connect, analyse and generate insights through the latest cutting-edge data science techniques. Depending on the role, you will support the creation of a new data culture and develop toolkits and principles that enable digital and analytical teams to apply our ambitious data strategy to the development of new and existing data products.

The leadership and strategy roles may include the following tasks and responsibilities:

5a. Selection Process

There will be an initial sift of applicants through comparing submitted evidence against the ‘Who you are’ bullets. This usually takes two weeks, depending on the number of applications.

Those who make it through the initial sift will be invited to a Civil Service Success Profile interview. In the Civil Service we use Success Profiles to help us find the right person for the job. We will be using a mixture of methods to assess your abilities, strengths, experience, technical skills and behaviours. We highly recommend learning about Success Profiles and using the Situation, Task, Action, Result and Reflection (STARR) framework when structuring your answers.

The highest scoring candidates that pass the interview will be offered the roles. The whole process can take up to a month.
